Prime Contracts
Rapid Response Third Generation (R2-3G)
R4 Incorporated is currently a prime contractor under the R2-3G contract. The R2-3G contract vehicle is a multiple award, indefinite delivery/indefinite quantity (IDIQ) contract issued by the Department of Defense. Requirements for a broad range of services are competed as task orders against the seven prime contractors and awards are designed to be executed with a goal of 19 days from release of the Request for Task Execution Plan of the task order. The cumulative ceiling value of the seven prime contracts over a five year period of performance is $16.4 billion. The R23G contract can be used by any Government agency that uses federal funds. The contract will be managed through the R4 Project Management Office (PMO).
Federal Aviation Administration (FAA)
R4 Incorporated is the prime contractor on a 5-year, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to develop tools, methods and techniques that advance the verification and validation of complex, networked, distributed systems operating in the Next Generation Air Transportation System. As the prime contractor, R4 has overall responsibility for program management and performance, is the lead software architect, and provides software development, test and evaluation support, data collection and dissemination, test tool creation and maintenance, modeling and simulation, V&V practices and methods support, and technical writing to the FAA. Our mission is to enable FAA leadership, engineers and other key personnel to understand the complex and emergent behavior of FAA systems throughout the acquisition life cycle in order to make informed decisions on the construction and delivery of new FAA systems.

Counter-Remotely Controlled IED Electronic Warfare (CREW)
R4 Incorporated currently provides engineering research, design, development, integration and test services in support of the Product Manager Counter Radio Controlled Improvised Explosive Device Electronic Warfare (PM CREW). The resulting prototypes, integrated systems, and upgrades to the current Electronic Warfare (EW) and Force Protection System (FPS) are used in subsequent integration, test, demonstration and fielding.
R4 also provides hands-on and bench training for the CREW systems in our Edgewood, MD facility. Students at the Edgewood MD facility receive two days of classroom and bench training to apply what they have learned to the various platforms in the shop.

Non Destructive Test Equipment (NDTE)
R4 Incorporated provides current and future requirements for the scanning of Non Destructive Test Equipment (NDTE) body armor. R4 personnel install, troubleshoot, collect data and provide sustainment operations of the Armor Inspection System (AIS) employing X-Ray to scan body armor plates. R4 personnel currently perform the work in two Kuwait locations, Kyrgyzstan, and California as well as the NDTE mobile system.

Generation II Helmet Sensor
R4 Incorporated currently provides fielding, New Equipment Training (NET), technical support, and Integrated Logistics Support (ILS) to the Program Executive Office (PEO) Soldier in support of the Generation II Head Borne Energy Analysis and Diagnostic System (Gen II HEADS) program. R4 Field Service Technicians (FST) are assigned to and embed with battalion sized units from the time of user device issuance to the end of their deployment cycle.

Homeland Security
R4 Incorporated was awarded a contract through the State of New Jersey to provide training to first responders. R4 brings the training and assets needed to keep them safe and knowledgeable. R4's core competencies are training, consulting, CONOP development, and course development. R4 has provided training for over 2000 First Responders in areas of Counter Explosive, HAZMAT, C-IED techniques, SWAT techniques, Vehicle Searches, Structural Collapse, and Emergency Dive techniques.

R4 Incorporated supports Project Manager, Soldier Protection and Individual Equipment (PM SPIE) and Director, Joint Trauma Analysis and Prevention of Injury in Combat (JTAPIC) with administrative, data collection and Integrated Logistics Support (ILS). These efforts include MANPRINT support, logistics policy/standard procedures, feasibility analysis, recovery and shipping support and data mining efforts.
Additionally, R4 assists in the recovery, documentation and execution of plans for the proper transfer of Personnel Protective Equipment (PPE) throughout CENTCOM AO and various CONUS locations.

Project Manager, Night Vision/Reconnaissance, Surveillance and Target Acquisition (PM NVRSTA)
R4 Incorporated provided warehouse and material support in Kuwait for PM NV/RSTA’s four product managed programs: PM Ground Sensors (PM GS), PM Integrated Tactical Systems (PM ITS), PM Robotic & Unmanned Sensors (PM RUS), and Base Expeditionary Targeting Surveillance System-Combined (BETSS-C). R4 personnel supplied Warehousing Management, Material and Property Resources, Ground Vehicle Transportation, Housing and Liaison Operations. These requirements included providing services in support of Reset and Refurbishment of PM NV/RSTA’s family of equipment utilized in Operation Iraqi Freedom being redistributed to Afghanistan and US Army depots.

R4 Incorporated provides training services to Homeland Security, Law Enforcement and Public Safety. This contract is an indefinite delivery/indefinite quantity contract with multiple contractors identified as awardees. The training services requested range from police tactical training to skill based disciplines necessary for effective antiterrorism capability. Requirements include management, logistical and technical support as well as curriculum design and development and instructional services support.

Integrated Blast Effects Sensor System (IBESS)
R4 Incorporated is currently a subcontractor for the US Army's Rapid Equipping Force (REF) and Georgia Tech Research Institute (GTRI) for Army Theatre Operations. R4 provides Forward Support Representatives (FSR's) in OCONUS operational locations and sustainment to specified units designated by GTRI. Specifically, R4 supports the installation/fielding of vehicle mounted systems and Soldier Body Uniforms to maintain and gather data from vehicle and soldier systems under IBESS.

Strategic Services Sourcing (S3)
R4 Incorporated is currently a subcontractor under the Army Communications Electronics Life Cycle Management Command's S3 contract. S3 is a multiple award contract vehicle to accommodate a broad range of services designed to meet the integrated engineering, business function and logistic service needs of all Team C4ISR customers. These services may be performed in conjunction with new and existing C4ISR system of systems, family of systems, platforms, systems, subsystems and items. The purpose of the S3 contract is to provide access to multiple prime contractors and subcontractors that perform a broad range of life cycle services required to fulfill varied user needs, within the framework of a competitive post award environment. All efforts are competed between the prime contractors. At R4 we are ready to support.
Army CECOM Rapid Response (CR2)
R4 Incorporated is currently a subcontractor under the CR2 contract. CR2 is an indefinite delivery/indefinite quantity (IDIQ) contract that support the Army, Air Force, Navy, Marine Corps, DLA, Coast Guard, Department of State, Department of Transportation, Department of Justice, NASA, NOAA and all other Government agencies with the means to respond immediately to critical hardware, software, systems management and contingency response requirements. Under the CR2 contract, R4 provides various services and support, on a subcontract basis, which include hardware/software installation, logistics support, training, and program management.
Army Aviation and Missile Command (AMCOM) EXPRESS (Expedited Professional & Engineering Support Services)
R4 Incorporated is currently a subcontractor under the AMCOM EXPRESS contract. The AMCOM EXPRESS contract is a Blanket Purchase Agreement (BPA) program based upon the use of Government Service Agency (GSA) Federal Supply Schedules for acquiring advisory and assistance services (including all supervision, labor, incidental materials, and travel). These services may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training, and technical and management support. R4 provides support for any supervision, labor, incidental materials, and other services necessary to perform programmatic support in monitoring, assessing, coordinating, analyzing, and integrating component programs/activities, including briefings/presentations and agendas for the total life cycle of the systems, within CONUS or OCONUS.
Battle Command Family of Products (BC FoP)
R4 Incorporated currently serves as a subcontractor for the BC FoP contract. The BC FoP provides integrated battle command capabilities, training, sustainment, strategic and operational Command and Control (C2) domains as well as the BC common service-oriented software infrastructure and applications. The BC FoP contract is a five year indefinite delivery-indefinite quantity multi award contract. Work that can be issued under these Task Orders includes software development of BC products, development to support functional and System of Systems requirements, maintenance of legacy product baselines in the transition period to a full service-oriented network centric architecture, integration activities at the system level, system and operational level testing and product level logistics support.
